Diretor de estatal do Ministério de Minas e Energia é sócio de empresa com contratos com Petrobras

RIO, PORTO ALEGRE e BRASÍLIA - Diretor de Gestão Corporativa da Empresa de Pesquisas Energéticas (EPE), estatal ligada ao Ministério de Minas e Energia (MME), Ibanês César Cássel tem a Petrobras como cliente de sua empresa de eventos. Ligado à candidata do PT à Presidência da República, Dilma Rousseff, desde que ela foi secretária de Energia, Minas e Comunicações no Rio Grande do Sul nos anos 90, Cássel assinou dois contratos com a estatal do petróleo no total de R$ 538.755,65 em 2008, por meio da Capacità Eventos Ltda, sediada em Porto Alegre. A Capacità tem Cássel como sócio e a mulher dele, Eliana Azeredo, como diretora-geral. Um dos contratos foi assinado sem licitação. Informações sobre Ibanês Cássel, entre outros rumores de denúncias que afetariam a Petrobras, circularam no mercado nesta quinta-feira e derrubaram as ações da empresa .

Cássel assumiu o cargo estratégico na EPE em 2005, convidado pela então ministra de Minas e Energia, Dilma Rousseff. Ele foi diretor administrativo da Companhia Estadual de Energia Elétrica (CEEE) do Rio Grande do Sul, estatal ligada à Secretaria de Energia, Minas e Comunicações do estado, quando a pasta era comandada pela atual candidata.

Um dos contratos com a Petrobras (número 4600285827), de R$ 438.755,65, refere-se à inauguração da plataforma P-53, em 18 de setembro de 2008 em Rio Grande (RS), com a presença do presidente Lula. Houve licitação pelo modelo de carta-convite, no qual pelo menos três empresas precisam ser convidadas para a disputa.

A Petrobras também foi cliente da Capacità no contrato de patrocínio do evento "Porto Alegre - Uma visão de futuro", realizado pela Câmara Municipal de Porto Alegre em 2008 e que tratou de "diversos temas relacionados à vida urbana das cidades". Este contrato (número 4600283697) foi assinado sem licitação e somou R$ 100 mil. A Petrobras se valeu do decreto 2745 de 1998 - que flexibilizou as regras para licitação - para não abrir uma concorrência.

Cássel: "Não tenho ingerência na Capacità"

No Portal da Transparência do governo federal, consta o primeiro contrato entre a Capacità e a União em 2005, com a Casa da Moeda. No ano seguinte, a empresa assinou contratos de R$ 753 mil com o Ministério do Desenvolvimento Agrário. Os contratos visavam à "administração da unidade" e à "formulação e avaliação da política de desenvolvimento agrário".

Este último contrato foi assinado no mesmo ano em que Guilherme Cassel assumiu o MDA. O ministério disse que, apesar do sobrenome, ele não tem parentesco com Ibanês Cássel, e que os contratos foram assinados por pregão eletrônico para "organizar, produzir e pagar cachês de artistas que atuaram na 2ª Conferência Internacional de Reforma Agrária".

O GLOBO enviou por e-mail uma lista de perguntas para Ibanês Cássel, que respondeu a apenas parte delas, de forma genérica. Ele diz que tem 1% de participação na Capacità Eventos, adquirida antes de sua posse na EPE.

Cássel confirmou ter sido convidado pela então ministra para o cargo na EPE e afirmou que "minhas relações com Dilma Rousseff decorrem dessas experiências profissionais". Disse ainda que "não participou da administração da Capacità" nem tem "ingerência sobre os contratos por ela celebrados."

A assessoria de Dilma informou que a Capacità não presta serviços para sua campanha.

A diretora-geral da Capacità Eventos, Eliana Azeredo, mulher de Cássel, negou interferência do marido ou qualquer favorecimento:

- O Ibanês tem um 1%. Não atua na gestão. A Petrobras fez uma licitação em São Paulo com várias empresas e eu ganhei com o menor preço. Não vejo nada errado. É licitação.

Sobre o contrato de organização do seminário em Porto Alegre, ela disse que a Capacità foi "recebedora de patrocínio de um contrato para pagar fornecedores".

Não é a primeira vez que o nome da EPE aparece ligado a denúncias. No mês passado, no rastro do escândalo de tráfico de influência que derrubou Erenice Guerra da Casa Civil, foi descoberto que a estatal tinha contrato com o escritório Trajano & Silva, onde Israel Guerra, filho da ex-ministra Erenice, costumava despachar. Uma irmã de Erenice trabalhou na EPE.

With Tumblr growing rapidly, it’s attracted a number of media organizations both local and national that are looking to engage their audience in a new way and perhaps attract new readers. But it’s not just about promoting their own content.

Many of the media organizations jumping on the simple blogging platform are using the tool to curate content for their audience and start a dialogue with readers. Mark Coatney, the media evangelist at TumblrTumblr who was likely hired in part because of his tremendous success managing the Newsweek Tumblr, said participation in the Tumblr community is what makes a media blog effective. That is, they are having a conversation with the community, not just about what the brand is doing.

“They’re good conversationalists — they have interesting things to say, they’re courteous, and they’re interested in what others have to say,” Coatney said. “A great media Tumblr is one that does all that and has a great individual voice.”
